Check if the MEI has a custom vendor prefix.

hasCustomMeiPrefix(mei, vendorPrefix?): boolean
Parameters
- mei: number
  The MEI to check.
- OptionalvendorPrefix: VendorId
  An optional vendor prefix to check against. if not provided, checks if the prefix is not equal 0
